I had a similar issue with "Nuget Package Manager 1.6 or later for Visual Studio 2010". It was installed but tool reported it was missing with a red cross. Error went away once I started up Visual Studio 2010 and checked the Nuget extension was in fact installed. I ran the "Windows Azure Toolkit for Windows 8" again and got all green ticks.

1. Run the Setup.cmd as usual
2. Install the Windows Azure SDK 1.6 through the download link as shown here

3. Wait for successfull install of the the download link
4. Press rescan - at which point you will still get a failure (red cross). Right click on the red X and select Ignore - as shown here

5. Press next and continue with install workflow.

We are currently working on a new drop that resolves this issue. The issue is cased by the download link downloading the new v1.6 of the Windows Azure SDK which is compatible for the toolkit but causes dependency checker to fail. While we put together the new release of the toolkit with the fix for this please do the following.

1. Run the Setup.cmd as usual
2. Install the Windows Azure SDK 1.6 through the download link as shown in Capture1.PNG
3. After install completes successfully Right click on the red X and select Ignore - as shown in Capture2.PNG
4. Press next
